Policy Statement
Feedback is essential to support the continuous improvement of program delivery at Conestoga and to uphold college commitment to career-oriented programming. Program Advisory Committees (PACs) play an essential role in providing this feedback and serve as a necessary link between Conestoga and the communities it serves.
Scope
All post-secondary education programs of study at Conestoga, both full-time and part-time, which lead to an employment related credential, or are approved by the Ministry of Colleges and Universities (MCU), will be associated with a PAC. For any program not leading to an employment related credential, such as foundation programs, PACs are optional.
Definitions
Conestoga College maintains a glossary of terms specific to the institution. The terms in use for this document are defined below.
- Academic Coordinating Committee (ACC)
- This senior academic committee provides a forum for academic planning and operations within the framework of the Strategic Plan, and other goals and initiatives identified by the senior management and the Board of Governors. The committee is responsible for this in context of Conestoga’s overall and academic quality. The committee also provides necessary interface with Conestoga’s other committees, departments and offices.
- Advisory Committee on Academic and Student Affairs (ACASA)
- This sub-committee of the Board of Governors has the responsibility to examine and discuss all program proposals approved by Academic Coordinating Committee (ACC) and make a recommendation to the Board of Governors (BOG) and to receive information and updates on key initiatives within Conestoga which affect the quality of its academic operations
- Board of Governors
- The Board of Governors (BoG) has responsibility for establishing the overall goals, objectives and strategic directions of Conestoga. The BoG ensures that the college operates efficiently and effectively and is developing in ways that are consistent with the stated goals, objectives and strategic direction.
- Credentials
- Awarded upon completion of a program of study as set out by the Ministry of Colleges and Universities as defined in the Credential Framework found in the binding policy directive for Programs of Instruction, April 1, 2004. Approved credentials are as follows:
- Baccalaureate Degree
- Ontario College Graduate Certificate
- Ontario College Advanced Diploma
- Ontario College Diploma
- Ontario College Certificate
- College Certificate
- Foundation Program
- A program which is preparatory for enrolment in a college certificate, diploma, advanced diploma or degree.
- Ministry of College and Universities (MCU)
- The Ministry of Colleges and Universities (MCU) has the function of assessing all program proposals for determination of appropriate code classification, funding weights and parameters, and program titling.
- Program Advisory Committee (PAC)
- The Program Advisory Committee provides advice on academic program development, review and relevance, changes/trends in business and industry affecting programs, students and graduates, technological implications of changes/trends, employment prospects etc.
- Program Development Advisory Committee (PDAC)
- The Program Development Advisory Committee (PDAC) provides advice and support for all new programs of study, including degree program of study development, in accordance with Ministry policy.
- Program/Program of Study
- An academic program that leads to issuance of a post-secondary credential or certificate for a particular area of study.
Policy
- In accordance with the Ministry Framework for Instruction Policy Directive, the Board of Governors will ensure that a PAC is established for each program of instruction or cluster or related programs at Conestoga.
- PACs provide advice and guidance to the program academic team through regular PAC meetings. The role of PACs is to identify and provide input on three essential elements that facilitate a strategic outlook of the program:
- Workforce/industry/business trends
- Curriculum relevance and enhancing the learning experience
- Student/graduate success and continuing professional learning
- During the developmental stages of a program, Conestoga may establish an Ad Hoc Program Advisory Committee known as a Program Development Advisory Committee (PDAC). When the program is formally implemented, the PDAC will be dissolved and a PAC will be established.
- PAC membership comprises a cross section of professionals external to Conestoga who are appointed to the PAC. External members have a direct interest in, and diversity of experience related to, the particular occupational area addressed by the program.
- Membership terms are three (3) years and will be reviewed annually based on participation and program needs. Members are eligible for reappointment.
- PACs will be comprised of voting and non-voting members. Voting members are external to the program and are appointed. Non-voting members include students, faculty and staff who serve as a resource to the committee. Voting members are approved by the Academic Coordinating Committee (ACC) and reviewed by the (ACASA) for information purposes.
- PACs should be composed of a minimum of 6 voting members and typically no more than 15 members.
- A quorum for motions and resolutions will be represented through a clear majority of voting members (50 percent plus one).
- Voting can be conducted electronically when appropriate.
- In order to encourage an arm's length relationship between the PAC members and the administration of the College, voting members of the program advisory committees should not include current Conestoga employees or Board of Governors members.
- Recommendations from PACs are advisory in nature to the Executive Dean/Dean responsible for the school, institute, and/or department.
- The Executive Dean/Dean responsible for the school, institute, and/or department has accountability for ensuring PACs will follow Conestoga's PACs Procedure and Guidelines.
- Academic Administration has accountability for ensuring Conestoga's Program Advisory Committees Policy and Procedure are upheld at the institutional level.
